    The perpendicular slope is '-1/5'

    Displacing against ( x,y)

    y - 3 = -(1/5)(x - - 10 )

    y - 3 = -x/5 - 2

    y = -x/5 + 1 ( # 3)

    The slope must be -1/[slope of original line] = -1/5, so that knocks out choices 1 and 4. The (-10,3) does not satisfy the equation in choice 2, so the answer is choice 3 (where -10 and 3 do satisfy the equation).
