You dont know the exact ins and outs of arrangement payment, paying contractors and the engineer. The public does not know details of any projects Congress allocates money for. If a payment were made to the Treasury by Mexico you wouldnt know about it. If the agency that sends aid to Mexico withheld payment you wouldnt know either. If tax revenues paid for it, you wouldnt know that either.
