Tajikistan's Presidential Term Limits?

Can someone explain this?

I see that President Rahmon has served as president since 1992 and was, in 2013, reelected for his 4th term as president.

However, on the CIA World Fact Book it states that presidential term limits are 2x 7 year terms.

Further, they write that Rahmon himself removed the term limit in 2016.

How has he served for so long and why did he have to explicitly remove term limits if he has already served beyond the limits?

    Well john McCain has been a senator since 1987 longer than the president of Tajikistan so I think we in the west need to deal with our term limits before we lecture other countries.
