Guantanamo didn't close because republicans would not get rid of the stipulations in defense spending bills that kept prisoners from being transferred out of Guantanamo.
as for trump, I don't think he counted on the republicans actually being afraid of their voters after the bill came out to be totally against everything the voters needed and wanted.
