To sense & control (as per green field = without wire fall from overhead tank to home) the water level in overhead big tank I filled a small A tank with water use small hole @ inlet pipe to the big tank. Now how to reduce the water level in sensed small A tank proportional to big tank.

That is not the way liquids work.

You might apply the water to a closed glass tube so it pressurizes the air proportional to depth of water, but more likely that will have long term absorption problems (the air dissolving in water)

You should probably go with the old fashioned method of a float with a rod or rope indicator on the outside or go "new fashioned" and put a pressure sensor in the hole and have a digital display for depth. Looking at a small container's depth is just rough anyway.
