I want to paint my lawn green. But I want it to actually KILL the grass. What do I use?
So my landlady is a freaking nosy NAZI. Every week she drives by and arbitrarily decides whether it's too tall ("too tall" has been anywhere from <2" to over 5"), has too many weeds (she had to look PAST the bottle of weed killer on my porch to see the lawn.) to the lawn is too brown. All of these offenses have brought a fine with a threat of eviction. So this year I figured I'll just paint the lawn green like they do in drought struck areas. But all of the products out there still allow the grass to grow. I want it to actually kill the grass and stop it from growing for the whole summer. What product would be the best to paint the lawn with? Latex paint? Oil based?

If your rental contract specifies a height on the grass, adhere to that. If you kill the grass, she can and will hit you with a fine for willful destruction of property.
Does the rental agreement also specify fines for infractions? If not, she doesn't have much leeway to bring fines against you, and you could - and probably should - challenge them.
This sounds like the worst kind of landlord. Get the hell out.
[edit]
In response to your comment, if she tries to hit you with a fine again, offer to take her to court to settle the dispute, pointing out that you are keeping the height under that mandated by the city and there is no requirement in the rental agreement.
You could also consider demanding a refund on the fine, as it was fraudulently levied. Unless you didn't get a receipt, in which case you have no legs.
In fact, if it isn't spelled out in the rental agreement that you are responsible for the upkeep of the lawn, you might want to consider not taking care of it at all. Read that rental agreement carefully. It could be a big lever for you.
And of course, get the hell out. Rent is crazy expensive, a cheap house needing a bit of work in a slightly dodgy neighborhood can't be as bad as this.

Unless you signed a contract that you have to mow the lawn according to her specifications, what counts is what the specifications your local community enforces.
Where I live that is 10 inches.
Sure she can send you an eviction notice, but you probably could fight it - depending on the actual language of the rental contract you signed.
I would suggest to either seek the opinion of a lawyer what your specific rights are and send her a copy of relevant laws (there might be a renters right office or at least website for your area) or if you don't want to bother, move.
Killing the grass and painting the soil green is however property damage to an extent which will get you evicted and probably charged for cost to remedy the damage you do. At the very least you won't see your deposit again.

So she's picky about how the lawn looks and your idea is to kill it and paint the dirt green? Good luck living on the street for she will surely follow through with the eviction if you go down this path.

Just buy/use some regular, plain old cheap *** spray paint u can get at Wal-Mart for a buck fifty a can. That ought kill it cuz it's toxic to all living things so don't breathe in too much of the fumes. Also, I'd advise doing it at nite so ur not witnessed cuz they're right that it may ultimately get u evicted legitamitally.

Just mow your lawn. If you really want to kill it just cover it with tarps, or put a ton of salt on it. But in the time you spent doing that you could've just mown it.

Your landlady will evict you if you kill her lawn by painting it. Apart from anything else, painted lawn doesn't/cannot look natural. You'll just have suck it up and look after the grass properly, or move.
