If it's a big decision, I find it helpful to create a list of pros and cons for each option. Seeing that information all together at once often makes it clear which option is better.
It's also helpful to have a clear sense of your values and what you want to accomplish with your life. Then you can ask which option better fits into your life plan. That can help even with small decision. If you're goal is to buy a house, maybe you go with the cheaper dress. If you're goal is to be more adventurous, maybe you buy the more flashy dress.
Also, give decisions the weight they deserve. For a non-consequential decision (like what to eat for lunch), you can and should just make a quick arbitrary choice when it's hard to decide. Bigger decisions deserve more time and deliberate thought, but still don't put off deciding forever. Not deciding itself is also a choice with consequences, often not the best ones.

Write things down.
Take a piece of paper, and draw a line down the middle
Now write the pro's(for) and the con's (against).
I like the way the skirt falls on this - I hate the way it fits on top
I like the color - I don't really like the material
So, this is where you wouldn't want this dress, because the whole thing is made of material you don't like. You might, however, want to look for another dress that color in another fabric, with the same kind of skirt. You see?
This is part of deductive reasoning- figuring out WHY you would decide something.
With a lot going on, it's often time to sit down and think, and go through the real reasons, if you can't make a decision. The more you think of what you do and don't like, the easier it will be to know what you really want. It isn't that uncommon- and for any important decision, it's better you think about it before you make a move.

Have someone else make all your decisions for awhile. You will soon learn it is better to deal with your own choices whether they are right or wrong! You can do it!
