No, 19 is not too old at all. Even 30 is not too old.
The trick is that you have to find the time to write code for at least 4-5 hours a day, every day, or you'll never be really good. You'll be mediocre at best.

Not too old at all! In fact, you're never too old. Look into local university or community college and see if they offer courses. You can also watch tutorials online. and try code academy online too.
