In what circumstances can the victims full name be released in the media?

If a 15 year old engages in sex with a teacher. The teacher is arrested. The girl wants to defend the teacher to the media. Can the girl give the media permission to use her full name? The girl also has scars covering her body that shes clearly had for a long time. However she says that the teacher did not give them to her.

If not then what circumstances can the media use the girl's full name?

    In the United States, media generally won't release the name of a minor victim. But they could, and they don't need permission. Freedom of the press is guaranteed by the First Amendment.

    Even if she tells the media that she's willing for her full name to be used, they generally won't do it without her parents' agreement as long as she is a minor. She's not considered to be old enough to make such a serious decision on her own behalf.

    None she's a minor, she can't make those decisions legally for herself.
