no he cannot declare war without congressional approval but quite frankly, north korea has had enough chances to shape up and it's time to cut a switch and whip the little kids rear end black and blue. russia and the US will never engage in a direct war regardless of how angry they get at each other. and china is not gonna stop us as they are pretty pissed off at north korea as well. there's only so many threats the world can deal with before someone snaps.
