Will a DC step down converter use energy with power on but appliance not on?

I have a step down DC converter from 48V to 12V to run lights on an electric bike, the bike has 48V and the lights are 12V. If the counter is hooked up to power (48V) does the converter use up electricity if the lights are not turned on?

    YES, ANY CONVERTER USES ELECTRICITY WHILE NO LOAD FROM OUTPUT 12V SIDE, BECAUSE ITS OSCILLATOR KEEPS ON RUNNING WHILE IN STANDBY MODE EVEN THE CURRENT IS QUITE SMALL BUT CAN DRAIN OUT 48V BATTERY IN WEEKS .

    PUT THE LIGHT ON-OFF SWITCH AT THE 48V POWER SIDE BEFORE THE CONVERTER INPUT CAN FIX THIS TROUBLE.
