Should England issue FREE Siberia Passports & free transportation for 10 foreign criminals per victim?

Perhaps England has an equivalent to Siberia to which imported foreign criminals could be banished perhaps about 10 per victim? Why imprison them @publicexpense BREXIT is GOOD start. Many "refugees" wander off to ISIS training/indoctrination.
