What readily available material can I fill a drum with so it remains buoyant even when punctured?

I am unable to get flotation foam or something similar where I live.

    "Unable to get flotation foam where I live" ...??? You can order Styrofoam balls on the Internet. Uncertain whether that would float your drum, as part of the space would fill with water anyway.
