Why can I not answer questions?
When I try to answer a question, the answer window does not appear as if I have already answered. Why is this?

There is a glitch with the Submit button. Refresh the page and try again. You also will not be able to if you have reached your daily limit or if you try to put a percentage sign in your posts.

The site isn't working well as you probably know, and that may be one of those bugs again.
However, it may have another reason : the asker has blocked you.
