in indianapolis why isnt there a law on beggers?

i see them on almost every street corner and get approached often by them

    Listen Indianapolis is a smaller city and resources are smaller there. If you don't like it there go to Bloomington you will see less beggars.

    Yeah I'm tired of being intimidated at the stop lights with beggars standing inches from my car.

    The cops need to start enforcing the law before citizens take the law into out own hands.

    People who are begging have nothing else better to do to survive. If you institutionalize them, you'll end up paying far more - it costs money to house people in jails. If you really care about this, support government and charity programs that help get people off the streets, it's far cheaper in the long run.
