Look around you. It is happening right now! Large hairy testosterone poisoned thugs, who would not look significantly different if they dragged their knuckles along behind them, skulk about in badly tailored outfits as they grunt fricative syllables and somehow manage to survive.

Some of them manage to climb into suits and sit in rooms called "congress" or "Parliament" where they chatter inanely amongst themselves, and contrive to burden their fellow primates with the task of controlling all the lesser beclothed primates who inhabit the Earth.

The government is infiltrated with the inmates of "The Planet", so of course they have no more of a plan than they have sense.

you can be certain that someone right now is trying to enhance the intelligence of some species of animal, by changing the genes that control the size of its brain & how its brain develops.

given enough time, it is certain that one of these experiments will result in a primate with human-like intelligence.

if one day, enough of these altered primates exist, it is conceivable that they could form an advanced society with a collective desire to establish dominance over all other life.
