No, at least not in the US. You must be 18 or emancipated.

Yes you can own an apartment (condo) at 17. However you can't contract to buy it.

No contract is legally enforceable until you are 18yrs old, so owning means buying, eg a mortgage............ so reality is no, it could be in your name along with 'A .N. Other' adult such as your parent, it could be in your name in a Trust arrangement, but again adults manage the Trust
If you mean renting then again as no contract is enforceable no landlord will rent to a 17 yrs old , they 'may' rent to an organisation that provides housing for minors, they 'may' rent to a parent....... most landlords will not allow a 17yr old to live alone in their rented property, most landlords require someone who has a history of work, tax paying, regular earnings and is of adult and legal age to sign a contract

In America, you cannot enter into legally binding contracts, as a minor , without parental consent.
of course, there's Always someone who might look the other way and rent you the place, just to pocket the money, Times are tough for everyone, but it wouldn't be too legal.
