it depends on the other person's settings - if they have email notifications they will still see it

They will be notified, but I dont think they will mind. If you are concerned though, you could block the person.

They will get a notification when you follow them (this doesn't depend on your privacy settings as the guy below said; they will be 100% notified), but they will not receive a notification when you unfollow them.

Yes, because you followed them in the 1st place. Those are instant. Of course, depending on your privacy settings, if you unfollow them immediately after, they may not be able to access your account.
