This used to happen to me all the time.
Do not use oven cleaner!
Use a basic razor blade to scrape it off.

There's a commercial kitchen product called Carbon Off that will liquefy baked-on carbon overnight. It's available on Amazon and Walmart.com, but pretty expensive. Try a friend that can buy at Restaurant Depot.
