NYC: How do the people handing out fliers get paid?

I see them handing them out and always take one because I thought they were paid only after handing out all the fliers. But I was about to take a woman s last one when she snatched it right back.

Do they get paid hourly instead of on a per-stack basis? If so, I won t be taking any more of those.

    There is no set compensation. The compensation could be cash, services, discounts, etc. In my youth I passed out flyers for musical events in my area. I was compensated by a free ticket to the music event.
