Because he's unqualified for that job.
It's easier to go after pot heads than the real criminals.

That would estrange him from his Catholic voters ... Much easier to throw yet another few billions of dollars at yet another War on Some Drugs, and it would also profit his buddies who own stock in private prisons much more ...
