Update:

"Suspect, Criminal, Perpetrator." are not what i'm looking for because that means that have already have done the Crime/ are suspected of it.

    suspicious, delinquent, master mind,

    but my thing you say "suspect/predator" doesn't mean that they have committed a crime they might have. so there are not that many words that would describe a "likely" commit one. Cause anyone can be "likely" to commit a crime if the chance comes along. We have to control the urges.

    But on that basis everyone is a potential offender
