9 is a lucky number in Thailand people. Also, they may take the banknotes with a 9 for blessings by a monk, and certain lucky days are the most likely days for that request to be made.

Yes, they can be blessed by the monks. Anything you have can be blessed. They just recently bless hundreds of license plates with lucky numbers and phone numbers with luck numbers. Of course, you pay a higher price for these items. My wife had our two cars blessed by our favorite monk down in Nakhon Si Thammarat.
