In Bangladesh they eat "Chira" is it Oatmeal? or Oat meal is different then "Chira"?

It is a sort of cereal they make by grinding up Jute.  In Bangladesh they have a lot of Jute.  They are among the worlds most important Jute exporters.

Chira is mashed rice.  Oats don't grow in Bengal.  If they have to refer to oatmeal, they use the English word.
