Measure from the pelvic bone to the tip of the erect penis along the top
Press the ruler into the groin to compensate for the layer of fat and pubic hair

Get a ruler, get naked, get fully erect, and standing up, lay the ruler along the top side of the shaft when looking down. Push the ruler back against your pubic bone and measure to the tip of the penis. That is the proper way to measure, also called "bone-pressed" measurement.

The correct measurement is taken with the penis fully erect and any foreskin retracted. Measure along the upper surface with the measuring tape/ruler lightly pressed into the pubic bone and read the length at the tip of your glans (penis head).
The most accurate measurement will be obtained if you use a soft tape measure such as is used by tailors/dressmakers as it will exactly follow the shape of your penis (which may be curved up or down) and also starts directly at 0, whereas a ruler actually always has a short 'dead' length before the 0 mark.
A mistake that many make is to forget to ensure the foreskin is retracted and then include its overhang in the measurement. Since the foreskin plays no part in the depth of possible penetration, and should be fully retracted for maximum stimulation during intercourse, its overhang is completely irrelevant.

The correct method is from the base where it meets your body, out to the tip of your erection, held horizontal to the floor. Use a tape measure or piece of string.

Just use a 30-centimetre ruler, and wait for your penis to be fully erect. Then see where the tip of it leads to on the centimetre side (don't use inches, it's 2017. With centimetres it's easier to be accurate.)

Just use a ruler.... but make sure you start at the base. And keep in mind that there are other things about the penis that you must be aware of.... namely hygiene, skin texture and function. For these things, you can use a penis health creme once a day. They are basically multivitamin cremes made just for the penis and will keep it strong and good-looking. Trust me on this one... use one of these cremes. Good luck.
