Lady, if someone made me wait more than an hour they're not interested enough in me to be worth a friendship much less be a girlfriend.
You're going to be a subservient door mat to any guy who expects you to wait three hours. Get a clue. Half an hour is fine, due to traffic or other issues, and the guy should be apologizing soon as he walks in the door. But three HOURS? Dump him. He has no respect for you or your time and you're either young or clueless over this.

How would you even put up with that? Girl get AWAY from that ASAP. If he dated you imagine all the hurt you'd be feeling when he stands you up even more.
