*cod-fish*; - what are non literal meanings of this word please?

It may instead be written without a hyphen - thus - codfish.

"He turned to the taller of the two Germans, who without his coat seemed more like a cod-fish than ever."

Is the way it is used in the opening chapter of Bulldog Drummond - by Sapper (Herman Cyril McNeile) in 1920 & it seems to me to be open to various interpretations - how do you understand it please?

    In English Lit it means a cold quiet person with no expression.

    Does the author suppose that readers are familiar with how a cod-fish looks? I'm sure that few readers knew what a whole cod looked like at the time the book was first published. I've never seen a whole cod-fish, alive or dead.
