Which empire had laws where more people followed them? Romans or Mongols?

    The Mongols under Genghis Khan. Khan's people were extremely loyal and he treated everyone very well. Khan even integrated the people he had captured.

    How should anyone know? I imagine with the mongols anything they said DO was LAW! But their vast empire didn't last long because they over extended and because they didn't really know how to rule effectively for longer periods of time like the romans but they too collapsed except in the east

    I think the Mongols had the larger populations of followers.
