Bottling sauces in a commercial kitchen?

I have a line of sauces I want to bottle and sell at the farmers market. I found a commercial kitchen where I will do the job. The kitchen doesn't have a bottling machine but I do have a pressure canner. I was told by someone that in order to sell bottled sauces the commercial kitchen needs a bottling certificate. I can't seem to find a commercial kitchen that has a bottling certificate or mention of a bottling certificate on any public health department site. Can someone clear it up or provide more details?

Call the local health department, you may need a license too.

any answer on here could still be wrong because you need to talk to YOUR city clerks department(or who ever) to get accurate information. A lot of rules vary from city to city adn for sure from state to state.
