For the seventy sixteenth thousandth time, a drivers license or a driving permit is NOT required to buy a car, a loaf of bread, a motor scooter a hamburger a candy bar. or anything else. A drivers license or a permit are only required to DRIVE !

Having or not having a licence is nothing to do with buying a car.

You need to be licenced to be able to get insurance though and without insurance the new car cannot be registered and taxed and thus cannot be handed over by the car dealer

    It's possible, but probably no.

Most sellers don't accept a driver's licence as payment, not even a brand new one. Most sellers want cold hard cash, coin of the realm, or at least some form of recognized currency. You might find someone who will accept your licence as payment, but only maybe.

Car sellers don't care what kind of licence you have or how old it is, in fact they don't even care whether or not you have one. They only want the money, and what you do with the car after you buy it is none of their concern.

If you have it insured yes you can.

In the UK you do not need a driving license to own a car.

You big problem will be getting affordable insurance.
