Is a tie an all win, or an all loss?

Update:

Meaning a final score is 3-3. This is a tie - if had to pick, is this both sides winning, or all losing?

That depends on what your are competing in. Some sports, for instance, consider a tie as good as a win in standings, but only if the number of wins you are comparing are otherwise equal.

If one team won 3 and lost 1 and the other team won 3 and tied 1, then the team with the tie is higher ranked. If the teams won 4 and lost one, and the second team won 3, lost 1, and tied 1, then the first team is high ranked due to superior wins.

Other organizations consider a tie a completely separate thing, not a lose, not a win, a tie.

A tie isn't a win or a loss. It voids everything that just happened. What you guys were competing for or against, never happened and doesn't count now.
