Try any of the hotels they can do it all for you but it is gonna cost you big

I would call the big casinos and ask. Most of them have wedding chapels on-site as well as restaurants. And I imagine most of them have a wedding/events planner who can arrange everything for you.

I go to Vegas a couple times a year and...
Most casino resorts have packages that include the ceremony & reception (or will create one for you). MGM, Luxor, Harrah's, Treasure Island all have both (and all are owned by the same company; MGM resorts). The Venetian does (and the Venetian is expensive). Most of them on the strip do Bally's, Linq (used to be called Imperial Palace), Circus Circus, Flamingo, New York New York, Mirage, etc.
Downtown (fremont area) most of them do too.
Most stand alone chapels do not and they do not because they don't have the space for it. Some chapels though who can't host receptions, may have partnerships with some of the casinos/resorts to have the receptions at their facilities.
I've been to and in a couple weddings in Vegas and all were very nice. I went to a wedding at the Luxor a few weeks ago and the rehearsal dinner, ceremony and reception were all there.
If you've never been to Vegas, for ground transportation the city bus is actually your best option when going places. You can ride for $20 for 3 days (as much as you want) they have week passes too, the Monorail costs more and has limited service, it doesn't go downtown they also have multi day passes. Taxi's and Uber cost a lot more. Sometimes based on how many stops they have it will take longer to get to your destination but you meet the most interesting people along the way. A lot of people on the buses are locals who work at the casinos.
Airport shuttle transfers... A lot of airlines when you book flights to Vegas tries to also sell you shuttle from the airport to your hotel and back through Bell transportation (also called Showtime) the tickets are cheaper to buy them at the airport from Bell directly.
