    My understanding of Alabama voting rules is if there is less than a half percent margin between the candidates, the state will pay for a recount.

    Anything more than that, the candidate requesting one would have to pay for it.

    It was reported that Moore MAY try and go on a "recount funding drive" to get donations for a recount as the margin was greater than the half percent required.

    He'll probably accept a few million dollars, then say "ah, screw it", and keep the money.

    There is no plan. He is just a sore loser. He cannot ask for a recount because the vote is not even close. Alabama only allows a recount if it is less than 1%. He lost by 1.5%.
