My brother got yelled at for trying to buy cigarettes in Walmart?

This confuses me. I am 17, i went to Walmart with my brother who is 26. I got a few makeup items and he got himself a shirt. We checked out at a counter and he asked for cigarettes. He showed his ID but then the lady said that she needed to see my ID. I don't smoke cigarettes. I'm not old enough secondly, obviously. So since i did have an ID and showed her, she said he couldn't buy cigarettes with me and they would refuse him to buy cigarettes if he ever tries again. All of this because i'm a minor. So actually, we left and he bought vodka and cigarettes at the liquor store. Is that really their job? Because i remember being with him and even my mother when they bought cigarettes. It just really irritated me and we had to go across town to get them.

She was wrong. You should have complained to the manager. She had no right to do what she did.

She thought he was buying them for you. Legally he can buy them in your presence so she is in the wrong and you can make a complaint

Yeah, it's the stores policy! They could get jailed or loose their job. In the uk our store policy is that if you look under 25 you got to proof that you're over 18 before buying anything! For instant today I brought a age restricted product (I'm 21) the man believed that i was over 16 although he didn't want to get in trouble by his store managers so he asked me if I got a proof of ID.

Clerks can get serious jail time for selling to under-age customers, and authorities do set up sting operations.

Walmart (and their UK equivalent, ASDA) have an over 25 policy but it's ALWAYS a good idea to carry ID with you when you're going to buy age restricted items. (I learned that the hard way)

Yelling is unprofessional. They don't have to sell cigarettes. And he could have asked for a manager.

A store is under zero obligation to sell cigarettes to anyone. They are perfectly entitled to create an internal sales policy on age-restricted items that is more stringent than the law.
