What's fair is really a matter of perspective. Both New York and California ALWAYS pay significantly more Federal taxes than they receive. After the tax reform they will pay even more taxes. If you are a republican you want to see blue states suffer so you force them to pay more taxes. Numbers are numbers, you can't dispute that. The irony is most of the people in those states effected by this live in districts represented by republican congressman.

California and New York have some of the highest tax rates in the country.

I am a Conservative and also a California resident. Your statement is not quite factual. The reason is because a California resident (at least those of us who pay taxes) do not pay less taxes than other states. We pay the same amount for the same level of taxable income, but more of that money is apportioned to California which is then deducted from the Federal. So yes, we taxpayers are paying "our fair share" and more, but yes, California residents are not paying as much Federal taxes proportionately as other states. But then other states don't have the incomes to pay that much tax anyway.
