Can I go to a pharmacist for this?

I've never understood what I can go to a pharmacist for and what i can go to a doctor for? My dad always describes his symptoms and gets medicine back, but when I do it, I'm always told to go to a doctor.

I have these weird bumps on my face that hurt to touch, they're flesh colored, but sting when soap touches them and then they bleed, and grow back. First i thought the were ingrown hairs, but more are cropping up. I thought it might be an allergic reaction to a cream i've been using, but I stopped taking that 3 days ago and I've been taking antihistamines since.

Update:

I've had it for a week, and I don't know, I never get acne (but that would also explain why I'm so unfamiliar with this) why would it happen out of no where? And does acne sting?

    Wait a few days to see if it settles down, if not see a Doctor for a diagnosis.

    Its probably acne. You should go to a doctor or pharmacist to get acne cream or medicine.
