    If I'm to make Hamilton Bamilton and Percy Bercy, why not Douglas Buglas and Stanley Banley? It just seems so arbitrary. As for your question of where, well, I would say at the Office of Lord Chancellor and Secretary of State for Justice since that's whose charge it is. I believe that's David Lidington right now. When it's the Roll of the Peerage, he's who keeps roll.
