Most likely walking, since ancient peoples, being rather nomadic (hunting/gathering to survive) spent a lot of time walking. The below article doesn't specifically say say walking is the oldest form of exercise, but indicates those ancient hunter-gatherers were active people due to their method of finding food.

The military (of any country) would have introduced some form of calisthenics, push ups, pull ups, etc. Before that, nobody needed to "do exercise." Life was more work than you would have wanted to do.

I suspect Tai chi might be in with a shout - and I guess there can be no definitive answer; but I'd be interested to see what people think.
I'm thinking of highly-preserved forms, like specific martial arts or even styles of dance (but not 'dance' itself, for example).
