can some one still pass the herpes virus if they have not had any outbreaks in over 30 years?

Yes they could, but they're chances would be very small. If they're not taking antiviral medication then they do have a small risk of passing herpes on, even when they're in between break outs.
If this person wants to get intimate with some one, their partner still deserves to know.

Yes. Chances are reduced if they are not experiencing outbreak while intimate but those chances are never 0. Even those using supressive therapy (valtrex, etc) with no outbreaks have about a 2% transmission rate.
