Twinkling lights in DC?

A few hours ago I was flying into Washington, D. C. and noticed that a lot of the city lights seemed to be twinkling. I've flown at night many times before, but this is the first time I've seen this happen. Does anyone have any idea what was going on?

    Yep, thermal turbulence in the air makes lights seem to flicker(twinkle) like unstable air making stars twinkle.

    Bet you could feel some of the bumpiness.
