No, the reason why I my opinion in no, is because Pakistan & India are 2 different countries. Pakistan does not govern India and what it does and neither doing & neither does India doesn't govern what Pakistan does. Both countries have their own countries since the two self-governing countries of Pakistan and India legally came into existence at midnight on 14–15 August 1947.
