Has to be Stan Lee ! He's appeared in every single MARVEL movie, tv show and project to date!

The Stan Lee Cameo's are often the most cheered parts of the film.

I was kinda disappointed that he didn't have a proper cameo in Deadpool 2........but there was a "blink and you miss it" nod to him. ....with graffiti Painted on a wall. (his face)

at 95, he can't have a lot of cameo's left,......unless they film a bunch at once for future use.

Depends how you limit the population. Marvel has some really powerful characters, but do they count as super heroes? I mean, Silver Surfer clearly does and is ungodly powerful. Captain Marvel is pretty crazy.
