It can be, depending on context, but, the phrase would be fine without any punctuation.

No. "listening" is not a complete sentence, and "even if your story is really boring' is not a complete sentence. In fact, the entire thing you have written is not a complete sentence.
A semicolon is used to connect two complete sentences that are more closely related to each other than to the remaining sentences in the paragraph.
The following shows correct usage of a semicolon:
"I'm listening; this story is boring."
The following shows correct usage of a comma:
"I'm listening, even though your story is boring."

No, sorry. You use a semicolon like you would a period, between two independent clauses (complete sentences) that are so closely related in content that they should be joined.
Example: I told him there was no Santa Claus; he was too old for the charade.
