    They don't. Congress and the Federal Government created bureaucracies because they have no way of getting their work done without them. Over the years bureaucracies have become the Deep State and now they dominate the Government.

    That is Why they Hate Trump. Trump promised to Drain the Swamp and that puts them at risk.
