Same way high school kids form a band. Find people with musical talents, interests, styles which complement yours, and start playing together, jamming. Forge your own band's sound, style, etc. Other music students, people in the school's band or orchestra, etc, are particularly likely to be interested in playing with others, perhaps forming a group or band.

Do what Weird Al Yankovic did: he started solo, and recorded his first single ("My Bologna") in the men's room at his college. After it caught on, he was able to put together a band...and they're still performing!
