You can either do something that doesn't require capital, or find out how to use capital contributed by someone else (i.e., "investors") who want to help you and then hope for a financial reward when you become successful (since they now own a part of your business).

Use your "sweat equity" and "human capital" and perform jobs where your a W2 employee. Make money from that, and use that Capital to buy equipment and tools for you to do your business.

Use equipment you already own and skills you already have. For example years ago I decided to start a CPA firm. I worked in accounting and tax software and was gifted the software. I was already a licensed CPA with a computer and printer so my total cost to start was some advertising in a local flyer. I had earlier started a business formatting financial statements for customer of the software company.

If you don't have capitol, starting a business will take all of what little you DO have. Yes, you can mow lawns or walk dogs.

something that doesn't need any, like maybe dog walking. Other than that, you can't unless someone like mommy or daddy will give you the money. If you borrow from a lender, you need 1/4 to 1/3 of the money yourself even if you can qualify for a loan.

Find something free you can sell.

Your craig's list has a 'free' section. Freecycle is available to everyone too. Curbside finds during garbage pickup days are free. MAKE something with materials you have on hand. Draw and sell the images. Write stories that can be published.
