Why does prayer never work for amputees?

It would take an act of creation since there isn't any matter to work with. This is a very high form of healing.

<Lizards can regrow their tails!> At least some can. Some amphibians can regenerate whole limbs. All of which mean genetic coding for regrowing organs is buried in reptilian and amphibian and other DNA readily accessible to researchers. And which requires stem cell research, of course. Not to mention science. Even gaining the ability to regrow teeth would be huge, but we'll have to rely on science, because religion can't do it.

Amputation is the medical cure for various limb problems. Jesus healed sick for a limited occasion to set an important sample for us to follow. His miracles are only for proving God's presence. We follow His examples by the "miracles" of our own science. God's assurance is heaven and eternal life, not perfection of earth life. Why is you tone implying that heaven is meaningless?

God has limited time, and there's far too many lizards on Earth.

God only likes those rabid followers who have all their members intact, including their genitalia.
