Hi Amy! :)
I think he refers to:
➫ Fortune = Money
➫ Jurisdiction = Power to judge and apply the laws.
➫ Character = Personality
- The great features of the personality and character of people are mainly due to genetic inheritance, and not to the influence of environment or fortune.
- No, money only makes you more than you already are.
People always look for excuses and justifications for our actions or that of others. When we see a rich person being a bad person we think that money changed that person but the reality is that each individual has a character and a set of beliefs that are empowered when you have freedom and financial security.
A bad person will be even worse having money. But in the same way a good person will help more person having money.
Money does not change you, it only takes out the true part of you and increases it.

The same thing Themistocles once said to a friend whose daughter was caught between two men who wanted to marry her. One was wealthy but had no moral character or principles, the other was poor was a ma of upstanding character.
Themistocles answered,"'I'd rather my daughter marry a man without money than money without a man."

Money doesn't make you a better person. Or worse - for that matter. You are who you are.
