Why is Youhei Sunohara from Clannad the only person appear in OVA chapters?
He appears in Tomoyo and Kyou's chapters, but why the others (except Nagisa) like Fuko and Kotomi does not appear in those chapters?
Give me why.

Because Sunohara was a side characters, while Fuuko and Kotomi are the heroines. Sunohara also acts as the "jester" of the series, so he often used for gag scenes.
Remember, Clannad was based on a Visual Novel game. So it's only natural if other heroines didn't appeared in another heroine's route, since it would "distrupt" the current heroine story.

It's possible they were trying to slim down the story for those as much as possible. They might have excluded other characters to fit what they wanted into a couple episode. KyoAni could have also just had some weird decisions in how they wanted it to happen. Not unlike them for the late 2000s.
