At the top of the category list, you will see the Discover and Answer tabs. Click on the Answer tab.

If you go to the Answer Tab by Default in Each Category its Already Ordered from Newest to Oldest

Click on the Answer tab at the top of the category list. The most recent questions are at the top.

Click on "Answer" at the top of any category question list (just below the header box for the category). The default is "Discover" which are older questions, many of which are closed to new answers.
